this common interest and turn it into
policy — because they worry how their
people would respond. This is how the
Palestinian issue is related to
possibility of an overall agreement in
the Middle East.

Not just recognition and legitimacy but
also an opportunity for regional

for the beginning of a process,
protracted though it may be — to
change the region's fundamental
attitudes towards Israel.
